11/11/2014

 

Treasurer Galer presented the Treasurers report, which was approved:

·Total contributions to the Preston Memorial fund in calendar year 2014 have been $1,800

·A bill for $425 for the Preston Memorial fund has been received

·To date, 60 members have paid 2015 dues

·Current checking account balance is $6,242

 

Treasurer Galer, Registrar Huffman, and Secretary Poland will resolve what to do about Chapter dues for members admitted after November 1st before the next Chapter meeting. the resolution was to not require any payment.

 

The slate of officer nominations developed by Ambassador Keith was discussed. A candidate for Secretary has still not been found.

 

It was decided that the proposal for next year’s Ladies Night Banquet to be held on Washington’s Birthday is not achievable. It will be considered for 2016, when more time for planning is available.

 

Three members of the Chapter were in the Roanoke Veterans Day parade. We’d like to see more member participation in 2015.

 

 $100 for a full page ad in the Bedford/Franklin County Historic Trail program for June 19, 2015, suggested by 2nd VP Sheridan, was approved. Secretary Poland will write the ad, with assistance from Ambassador Keith.

 

1st VP Lenart recommended that further recruiting efforts be limited to wider distribution, as needed, of our Chapter brochure, at least for the time being. This was agreed.

 

President Coale will emphasize the importance of our committees at the next Chapter meeting.

 

2nd VP Phil Sheridan submitted his awards report. For November:

Chancellor Smeltzer reported that the DAR has approved the proposal for the Read/Fleming Cemetery Trust, but has not yet appointed a trustee. He’s pursuing this with them

 

Secretary Poland reviewed the Chapter Annual Report and requested further input from the officers. He also requested follow up on notifying VASSAR contacts of Chapter activities. The Americanism Report was also briefly discussed, but details were left to a later date, since its submission deadline is later.

 

Registrar Huffman reported that James Stanley has been admitted as a new member. Other applications are in progress, and he expects some will complete before year end.

 

Spurgeon Keith reported that the Eagle Scout scholarship application date is approaching, and he has contacted the Scoutmasters in the area about this.

 

He also reported that the essay and oration contest submissions are expected in December. ROTC and JROTC nominations will also be submitted soon.

 

Spurgeon is collecting magazines, books, and games to be donated to the veterans at the VA Hospital.

 

After the meeting ended, 1st VP Lenart reviewed the meeting schedule for 2015. 2nd VP Sheridan reviewed and collected suggestions for possible speakers for 2015 Chapter meetings, including a speaker on colonial medicine and apothecary. Speakers from VMI and Virginia Tech ROTC were also discussed, as was an Abigail Adams re-enactor.  A possible keynote speaker for the 2015 VASSAR semi-annual meeting

 

10/14/2014 

 

Treasurer Galer presented the revised budget, which was approved (see below).

 

Better coordination of Chapter roster with state and national rosters was discussed.

 

Dr. Rupert Cutler reported he has a meeting scheduled with the Botetourt County Administrator for Monday October 20th to discuss the two phase approach for the Preston Memorial.

 

A proposal by several members for next year’s Ladies Night Banquet to be held on Washington’s Birthday was brought up by Dennis Fritts at the last BOM meeting. 1st VP Lenart will consider this possibility.

 

To minimize costs, Chancellor Smeltzer recommended that the Read/Fleming Trust be managed by two individual trustees, one from the SAR and one from the DAR, with the money invested in a money market fund. 501c(3) charitable status will be sought. This was approved by the Board. He will approach the DAR for their agreement.

 

John Brown provided instructions for registering for the new Kroger Card program (see below).

 

The 2015 VASSAR semi-annual meeting will be held Friday September 18 and Saturday September 19in the Roanoke-Blacksburg area. The Fincastle Resolutions Chapter will be the sponsor. Rupert Cutler will be the Committee Chairman. Possible add on events are a dedication of the William Preston Memorial at Greenfields, an event at Smithfield, or an event at the Abingdon Muster Ground. Possible venues are the Hotel Roanoke or the Inn at Virginia Tech. Rupert will coordinate with Wayne Rouse. We also need to coordinate with the Society of the War of 1812 in Virginia, which is expected to meet on Friday afternoon.

Spurgeon Keith reported that all Scoutmasters in the district had been sent his letter.

A brief discussion was held on Duane Lenart’s ideas for recruiting. Mike Smeltzer will check the Society of Cincinnati roster for membership candidates. Chuck Poland will check the Society of the War of 1812 in Virginia roster for membership candidates. Further discussion will occur at a later date.

 

Registrar Danny Huffman reported on several people in the process of applying for membership.

 

There will be a grave marking for Danny Huffman’s relative, Moses Sweeney, at Appomattox Courthouse National Park on November 1st at 1:00PM.

 

The Roanoke Veterans Day Parade will take place on Saturday November 8th at 11:00AM. The Chapter will have a car in the parade, and welcomes members to participate by riding or marching. Spurgeon Keith is the contact.

 

Spurgeon is collecting magazines, books, and games to be donated to the veterans at the VA Hospital.

KROGER CARD Revisions, 2014

 

John Brown, Chairman Fund Raising

As of September 1, 2014, Kroger has changed the Rewards Program we have been participating in since April 2011. The Program is now called The Kroger Community Rewards Program. This Program no longer uses the Kroger Gift Card (the white card). Participants will now use only the Kroger Plus Shoppers' Card (the orange, black and blue card), the one you have always used to get discounts and gas points. You may still use your Fincastle Resolutions Chapter (FRC) Kroger Gift Card to spend any money left on it and the FRC will get credit for those amounts. You just cannot put more money on it for the old Rewards Program. The FRC has been approved to participate in the new Kroger Community Rewards Program.

The FRC Account Number is 83355.

Below are the instructions from Kroger on how to sign up to participate in the new Program. Basically, all you need to do is register your Kroger Plus card to the FRC account. If you do not have a Kroger Plus Card, you may obtain one at any Kroger Store.

TO USE THE KROGER COMMUNITY REWARDS PROGRAM

·         FRC members should register online at krogercommunityrewards.com

·         Since most FRC members are new online customers, you must click on SIGN UP TODAY in the 'New     Customer?' box

·         Have your Kroger Plus card handy and register your card with the FRC after you sign up (as above).

·         If you do not yet have a Kroger Plus card, you may obtain one at the customer service desk at any Kroger Store.

·         After logging on to the above web site, click on Sign In/Register 

·         To sign up, enter your zip code, click on favorite store, enter your email address and create a password, and agree to the                    terms and conditions.

·         You will then get a message to check your email inbox and to click on the link within the body of the email.

·         Click on My Account; use your email address and password to proceed to the next step.

·         Click on Edit Kroger Community Rewards information and input your Kroger Plus card number.

·         Update or confirm your information. Enter NPO number (83355) or name of organization, select organization (Fincastle                      Resolutions Chapter, SAR) from list and click on confirm.

·         To verify you are enrolled correctly, you will see FHC's organization's name on the right side of your information page.

·         Please REMEMBER purchases will not count for our FRC group until after you register your card(s).

9/9/2014

Treasurer Galer presented his 12 month summary, showing a surplus of income over expenses of $1,828.00, for 75 paying members. On 8/31/14 checking balance was $7,226.57 and the Preston Memorial balance was $60,667.21. In the last 12 months, $8,200.00 has been spent from the Preston Memorial fund.

 

Treasurer Galer presented the 9/1/14-8/31/15 budget, showing income of $4,500.00, and expenses of $4,500.00. Modifications were made to increase the Newsletter (printing) expense and Medals items by $200.00 each, and add an item for a donation of $500.00 to the SAR Center for Advancing America's Heritage. This will result in a deficit of expense over income of $900.00, to be paid for from the existing balance. The revised budget was approved.

 

Treasurer Galer presented the revised delinquent members list. Deceased and transferred members will be removed. One member has paid dues since the original list was presented.

 

Dr. Rupert Cutler passed around the Memorandum of Understanding about the Preston Memorial signed by the Chairman of the Botetourt County Council and 3 representatives of the Chapter at a special event for that purpose. The County did not commit any funds in the MOU.

 

Dr. Cutler has sent a 2 page description of proposed Botetourt County citizens committee to the Botetourt County Administrator.

 

Dr. Cutler and John Bradshaw proposed that the Preston Memorial be split into 2 phases, with our Chapter committing funds for Phase 1, and soliciting additional funds from Botetourt County businesses as required. This was approved by the board. John Bradshaw will come back to the Board at the next meeting with a breakdown of the costs for phase 1 and 2. Dr. Cutler and John Bradshaw will contact the Botetourt County Administrator to confirm this approach with her.

 

Secretary Poland read a letter of thanks from a DAR Regent for the Ladies night Banquet. He reported the distribution of the Chapter Directory to Chapter members, and the Chapter roster to Board members. He also reported the distribution of the Chapter Brochure during the summer. The board authorized the printing of 500 copies of the brochure, with officers’ names and emails removed, and a reference to the website inserted instead, so the Brochure will not become outdated. The Chapter mailing address will also be added.  Danny Huffman agreed to have his name and phone number listed, for those who prefer to use the phone as their method of contact. Source4 will be explored as possible way to reduce printing costs.

 

1st VP Duane Lenart reported the Summer Tour went very well, with 29 people attending. The net cost to the Chapter was $41.00.

Chancellor Smelzer recommended that the Read/Fleming Trust be moved to a local institution, with lower costs. This was approved by the Board. Target completion is the next Board meeting. He reported the current Trust balance is approximately $14,000. Dennis Fritts reported that the Fleming portion of the Cemetery is in relatively good condition, but the Read section needs considerable work. This project is shared with the DAR.

 

John Brown reported the Kroger Card program has earned the Chapter $3,774.75 since its inception. The program has changed, and now requires Chapter members to register their KrogerPlus cards on the Kroger website. John anticipates substantially less income from Kroger in the future.

 

Dennis Fritts reported that the George Mason Chapter has given the Good Citizenship Award to William Martin. It will be given to him at our next Chapter luncheon.

Spurgeon Keith reported that we had stopped getting Eagle Scout information about 4-5 months, but the District Council has now agreed to resume sending us quarterly reports. They have also agreed to send a letter from Spurgeon to all Scoutmasters in the district.

 

Spurgeon is preparing a list of candidates for 2015 officers, to be presented at the October Chapter luncheon.

 

5/13/2014

Treasurer Galer reported that Preston Memorial fund raising was unchanged at $69,137. Current checking balance is $7,251. 2 members were re-instated after dues payment. Rupert Cutler added that Dr. David Trinkle is also expected to pay dues to be re-instated. Dr. Cutler volunteered to send a letter similar to the one he sent to Dr. Trinkle to other members who have not paid their dues.

Preston Memorial Committee Chairman Cutler reported that the Botetourt County budget is still not resolved. A local support committee for the Preston Memorial has not yet been appointed. President Coale asked Dr. Cutler to prepare a timed spreadsheet for expenses in constructing the memorial, for the September BOM meeting. President Coale also suggested we explore obtaining in kind donations for the memorial.

The summer tour suggestions from 1st Vice-President Duane Lenart received only 4 responses, all for the Presidents tour. He will explore further, with a target date of early August. He’ll contact the DAR chapters to assess their interest.

Treasurer Galer will check Secretary Poland’s roster to verify dues payment. Spurgeon Keith will update email addresses from his newsletter list. Secretary Poland will then prepare a membership roster to send to all members.

1st Vice-President Lenart reported 13 members and wives went on the tour of 8 historic homes lead by Alison Blanton of the Roanoke Valley Preservation Society, and went into one of these homes. One difficulty with the tour was the lack of a PA system on the bus. Rupert Cutler will give a brief summary of the tour at the Ladies Night Banquet.

Secretary Poland will give a brief summary of the BOM minutes at the Ladies Night Banquet.

President Coale reported good participation at the Guilford Courthouse celebration, including the Color Guard.

President Coale will discuss with Graves Committee Chairman Fritts contacting Tucker Lemon about the Reed-Fleming Cemetery maintenance. Treasurer Galer will investigate a trust fund established for this purpose.

1st Vice-President Lenart reported preparations for the Ladies Night banquet with the Shenandoah Club are complete, and medals and awards are prepared. 36 people are currently registered.

Registrar Danny Huffman reported 1 new member, Larry Hunt, and several approved supplemental applications. It was decided a new member package should be prepared during the summer at a working session at Dr. Cutler’s.

Pat Green tendered his resignation as an active member of the BOM and chairman of the Veterans Committee. Spurgeon Keith will serve as the Chairman of the Veterans Committee.

Spurgeon Keith reported 2 new high schools in Lynchburg have been added to the JROTC program, bringing the total to 6. The Eagle Scout program has not delivered any information for 5-6 months. He’ll pursue this with the district council.

 

3/11/2014

Treasurer Galer reported that thus far FRC had raised $69,137 toward the construction of the Preston Memorial. $8275.00 has already been spent on preparation of the Hill Studios design.

It was moved and passed that an addition be made to the Committee structure to include a Color Guard Committee with Dennis Fritts as chair.

It was decided that a letter be drafted and sent to NSSAR concerning older members of the chapter who no longer pay their annual dues. Could there be any way to retain the men who have given so much to the chapter in the past. In an effort to collect more unpaid dues, Rupert Cutler volunteered to send self addressed envelopes to those members he knew who have not paid their dues.

Phil Sheridan gave a detailed report concerning JROTC and other awards.

Wayne Rouse will supply the chapter with the official membership list which will then be made available to all members.

VASSAR State meeting will be held in Roanoke in September 2015. It was moved and passed that FRC will officially host that meeting. Rupert Cutler will serve as chair and Chuck Poland will serve as vice-chair of the planning of a committee to plan activities for this meeting.

Dennis Fritts announced that FRC does not own a Virginia flag. He generously donated one and a motion was made and passed to allot $200 for a flag pole and stand to display the new flag.

It was moved and passed that the FRC registrar keep a record of all patriot gravesites reported on new applications so every effort might be made to mark those graves.

Following the membership meeting on March 17, 2014, Alison Blanton of the Roanoke Valley Preservation Society will lead a tour of historic homes of Roanoke.

FRC was well represented at the Guilford Courthouse 233rd Anniversary Observance on Saturday, March 15, 2014. FRC presented a wreath and Dennis Fritts represented our color guard. President Coale and Reverdy Wright represented VASSAR and FRC.

Chuck Poland will add to the FRC website an announcement of the April 28, 2014, ceremony to honor James Monroe at his tomb in Hollywood Cemetery in Richmond, Virginia.

 

1/14/2014

Treasurer Galer’s report showed a checking account balance of $7,996. Preston Memorial donations now total $68,130, of which $8,275 has been paid to Hill Studio.  John Bradshaw’s November letter stimulated about $3,000 in individual donations.  

As of 12/3/13, 36 Chapter members had not paid 2014 dues. Individual contacts will be made to pursue this. We have 75 dues-paying members.

The annual Chapter report to Vassar is due by Friday 1/17. President Coale will prepare it, with input from several BOM members, and Secretary Poland will submit it.

The importance of our participation in the SAR Americanism Award program in the future was emphasized. 

Registrar Huffman reported 1 completed transfer in, 1 new member, 1 approved supplemental application, and 1 new application just submitted. It was moved and passed that the annual cost of ancestry.com be paid by the chapter (about $180).  This is an important genealogy research tool that our Registrar needs.

A Chapter member roster will be developed Coale, Poland, Galer, and Keith, in a separate working session, to be distributed to all members.

Rupert Cutler reported on the Preston Memorial status. Consensus has been reached with Hill Studio on an agreement. Briefings for 2 new Botetourt County Board members are underway. Rupert is drafting a letter, at the County Supervisors request, asking that $121,500 be placed in the capital budget.  The target for completion of the memorial is this year.

The amended By-Laws were read at the November 12th meeting, and a final approval vote will be taken at the January 21st meeting.

Historian Cutler showed the beginnings of the 2014 Chapter scrapbook.

Allison Blanton will conduct a 2-3 hour Roanoke area historical tour for those Chapter members who are interested, using our own cars, after the March 18th luncheon.

1st Vice-President Lenart, who wasn’t present, will be asked to pursue possibilities for a summer field trip.

The Chapter Rumbaugh Oration contest winner, Claire Mitzel, will present her oration at the January 21st meeting. The Knight Essay contest winner, Amanda Fike, and their teacher, Mary Walker, all of Franklin County High School, will also attend.
